Is this the same as a code block?
Visually similar, different mechanism. A code block is a formatting wrapper that tells the app to render in a monospace font. This is actual monospace Unicode characters, so it works in plain-text fields that don't support formatting.
Can I use this in Discord to look like a code block?
You can, though Discord's backtick code blocks render cleaner. Use the monospace Unicode style in fields that don't support markdown, like bios.
